The only restriction on presales is for BFC exclusives. No one has to sign an agreement of any kind to buy direct exclusives, so the only thing Mattel can control is the number that can be purchased in one order.

Only BFC exclusives may not be pre-sold per the BFC agreement.  BC exclusives do not fall under the BFC agreement.
